Why cover the whole chain
A data center rarely fails because a piece of equipment failed. It fails because of an interface: a package that stops where another assumed it began, a design assumption nobody verified on site, a transfer never tested because it straddled two different contractors. Interfaces are the real risk factor on an infrastructure project.
That is why we brought the design office inside the construction teams rather than outsourcing it. Studies are produced by people whose drawings will be built by their own colleagues, and discrepancies found on site go back to the same people. Outsourcing almost always breaks that feedback loop.
Reuse follows the same logic. Dismantling a site, requalifying its equipment and redeploying it elsewhere only works if all three operations sit within the same chain of responsibility - otherwise value leaks at every handover, and nobody answers for the condition of the equipment on arrival.
